Definition of CBR
Community-based rehabilitation is a strategy within community development for the rehabilitation, equalization of opportunities and social integration of all people with disabilities.

CBR is implemented through the combined efforts of disabled people themselves, their families and communities, and the appropriate health, education, vocational and social services.

Concept of CBR
CBR is accepted as a comprehensive approach which encompasses disability prevention and rehabilitation in primary health care activities, integration of disabled children in ordinary school and provision of opportunities for gainful economic activities for disabled adults.

CBR promotes the right of people with disabilities to live within their communities; to enjoy health and well-being; and to participate in educational, social, cultural, religious, economic and political activities.

The objective of CBR
The objective of CBR is to ensure that people with disabilities are able to maximise their physical and mental abilities, have access to regular services and opportunities and achieve full social integration within their communities and their societies.

Methods for implementing CBR
CBR is recommended to be a programme that belongs to the community, as represented by the local government or authority. It should be considered an element of social, educational and health policy at all levels of the public sector.

In national policy, CBR is part of a country’s action in favour of all ages who have any type of disability. In provincial or district level policy, it is supported with referral services and by transfer of knowledge to communities.

At community level, the policy of integration is implemented under the control of the community, which “owns” the CBR programme and which gives a major role to people with disabilities and their families.

Methods of developing CBR:
a. The formulation and implementation of policies to support CBR;
b. The encouragement and support of communities to assume responsibility for the rehabilitation of their members who have disabilities;
c. The strengthening of rehabilitation referral services for health, education and labour at district, provincial and national levels and
d. The establishment of a system for programme management and evaluation.
The participation of disabled people in all of these activities is essential.

Formulation of a National Policy
The formulation of a national policy to support CBR may come from an external stimulus, such as the recommendations of the World Programme of Action Concerning Disabled Persons, prepared during the United Nations Decade of Disabled Persons.

It may also come from pressures within the country, which can be initiated by organizations of people with disabilities, by representatives of the sectors concerned with rehabilitation, or by a combination of the two.

When a CBR policy is established at national level, it should be reflected in policy and programme priorities within all sectors and at all other levels.

Community action for CBR
a. This is often initiated by a stimulus from outside the community, most likely from the Ministry, committee or organization responsible for the programme.
b. Following initial discussions with the representatives from outside the community, it is the community that decides whether CBR will become part of its ongoing community development activities.
c. Various partners in the community, such as the community development committee, organizations of disabled people and other NGOs should be empowered to take responsibility for the programme.
Once the community initiates a CBR programme, the CBR programme management should provide the necessary support and referral services, sufficient awareness, preparation and mobilization. It is important to underline and highlight the necessity of thorough preparation at all levels.

CBR may provide the means for all disabled people in a community to be socially integrated, or it may be more limited in its achievements depending on the commitment of the community, its resources and the support services that it receives from both government and NGOs.

Sustainability of CBR
The 3 factors required for the CBR programmes to be sustainable are:
1. The articulation of a need;
2. a response from within the community indicating readiness to meet the need and
3. the availability of support from outside the community .

Credit also goes to MaTIC, United Voice and Ministry of Tourism Malaysia for empowering and providing opportunities to talented persons with disability.

Dennis Liew, aged 25 is a friend of CBR Network Malaysia. He covered the Asia-Pacific Convention 13th-15th Nov 2010, held at Berjaya Times Square, Kuala Lumpur, Malaysia and the pictures he took can be as seen from the slides in CBR Network’s blog. He is a graduate in Graphic Design from Lim Kok Wing University of Creative Technology and was awarded a Bachelor of Arts in Graphic Design by Curtin University in 2008. He is a graphic designer by profession.

Dennis, diagnosed as a person with Asperger Syndrome has great family support especially from his mum Pat. He travels widely and is able to excel in things he enjoys like photography, drawing and painting (including Chinese brush painting). Malaysia To Host First CBR Asia Pacific Convention
KUALA LUMPUR, Nov 9 (Bernama) -- More than 450 people from 26 countries are scheduled to attend the first Asia Pacific Convention on Community-Based Rehabilitation (CBR) here for two days from Nov 13.

Among the countries sending representatives to the meeting are Afghanistan, Australia, Cambodia, China, India, Indonesia, Iran, Japan and Singapore.

The objective of the convention is to introduce step-by-step guidelines to assist organisations to implement CBR programmes so as to ensure effective delivery of services to the needy and introduce good evidence-based practices among those involved with such projects.

The organising chairman, Noor Yasmin Abdul Karim, who is also the chairman of the Asia Pacific CBR Network, told Bernama that CBR was to help those with disabilities by establishing community-based programmes for social integration and providing equal opportunities for the disabled to lead a normal life.

She said the programme was so designed to facilitate implementation in rural areas with limited infrastructure resources because it could be carried out with the help of the family and the community and with appropriate professional assistance.

Among the highlights of the convention is a paper to be presented by the Malaysian Social Security Organisation (Sosco) detailing its responsibility as a social organisation vis-a-vis the United Nations Convention on the Rights of Persons with Disabilities.

Noor Yasmin said Malaysia would gain much from the convention as it would provide a great opportunity for its CBR practitioners to build their network among fellow Asian participants and share and exchange knowledge on the latest rehabilitation trends.

Asia-Pacific Convention on Community Based Rehabilitation

The Asia-Pacific Convention on Community Based Rehabilitation will be held on 13-15 November 2010 at BERJAYA TIMES SQUARE Kuala Lumpur, Malaysia. The theme of the Convention is Inclusive and Sustainable Development: Introducing New CBR Guidelines.
The purpose of the convention is to introduce the guideline which is a step by step guide to the implementation of CBR programme, to strengthen the delivery of CBR and the daily practice in the field of good evidence based practices. It aims to be a platform for networking and sharing of knowledge amongst CBR practitioners and policy makers.

Speakers, educators, organizations, CBR practitioners, individual locally, nationally and internationally would attend this conference and share their expertise in this field.
This event will create public awareness of Community Based Rehabilitation, highlight good practices for better collaboration, cooperation and implementation. Come join us.

MRA Volunteers at Fraser’s Silverpark Resort

CBR Network Malaysia and Silverpark Resort had volunteers from CBR Network Parents’ Support Group, Malaysian Relief Agency (MRA), Al-Islam Specialist Hospital, Squad Prihatin ABIM and Muslim Aid. They were there for one main reason that is to get to know and provide service to the PWDs and the people of Frasers Hill.

There was a religious talk after the maghrib prayers, followed by a barbecue and a get-together and introduction of those present.

MRA Volunteers setup medical clinic at the activity room the next morning. Some volunteers took the opportunity to interact with the parents and children with disability.

In the afternoon there was an interview of potential young adults from the Community Based Rehabilitation Centres in the Raub District, who were interested to join the Decent Work Programme at Fraser’s Silverpark Resort.

I.E.S (I ENJOY SOUND)

CBR Network a partner of Malaysian relief Agency (MRA) was approached by Dr Ishak Mas’ud of Specialist Hospital Al Islam for candidates for I.E.S implant, a South Korean technology. Looking for candidates for the I.E.S implant was a challenge, even though it is offered free of charge.

Two candidates were selected for the implant; they were Ruqayyah binti Mohd Ritzuan and Siti Nuraihan binti Mokhtar. They went through a series of test to ensure that they were qualified to receive the implant. The main qualifier however, were their parents’ commitment before, during and therapy after the implant to ensure the success of the whole exercise.

The two candidates were operated by Dr. Jun Woo Kim from South Korea and assisted by Dr. Esa, on the 24^th April 2010 at Al Islam Specialist Hospital. New candidates are now being interviewed and assessed for the next implant session. Only 3 suitable candidates will be recommended to have the I.E.S implant.

Special mention of those involved in the programme are: Malaysian Relief Agency, CBR Network Malaysia, Dr. Ishak Mas’ud, Specialist Hospital Al-Islam, Tabung Amanah Pesakit Malaysia, Mr. Eurokys Lee of MST-EZ-System donated 5 units of I.E.S , Dr. Esa Rejab coordinator of the project and Nordiana Ismail a consultant from Prohearing Audiolab System Sdn Bhd. All the parents and the candidates who are receiving the I.E.S. for their commitment.

Volunteers Training Programme

CBR Network working with Malaysian Relief Agency held a volunteers training programme specifically for Persons with Visual Impairment . The volunteers were given insights to what were the implications of being visually impaired (blind / low vision).

The volunteers also had a session with Hafiz (Social Welfare Officer) and Kok Soon (Graduate with Degree in Education) who shared various aspects of do’s, don’ts and how to assist a person with visual impairment.

An interview by the District Social Welfare Officers was held for the PWDs at Fraser’s Silverpark Resort. This was to check on their eligibility for the Disability Allowance for working PWDs.
This incentive allowance is to assist the PWDs to sustain and maintain their job, thus be independent.

Pn Sariah comments: Work and supervision during work is generally good. There is a need to emphasize on “grooming”.
Comment by En M Kassim: He is satisfied with the trainees’ progress but they still need to work on their dependency on their parents and family.

NEW ERA FOR EMPLOYMENT: SUPPORTED EMPLOYMENT AND JOB COACH FOR PERSONS WITH DISABILITIES (PWDs)

A seminar jointly organized by Department for the Development of PWDs and JICA (Japan International Cooperation Agency) was held on the 4th March 2010 at Legend Hotel. Officiated by YB Datin Paduka Chew Mei Fun, the Seminar presentation covers the topics on: Supported Employment and Job Coach; Supported Employment: The Roles of the Government and The Roles of Private Sectors.
Malaysia is also guided by the International Commitment namely to:
• 1993-2002: Asean and Pacific Decade of Disabled Persons;
• 1993: UN Standard Rules on Equalization of Opportunities for PWDs;
• 1994: Proclamation on the full participation and equality for PWDs;
• 2003-2012: Biwako Millenium Framework for Action.

Malaysian Government’s policy on employment was highlighted. It aims to provide more employment opportunities and promote employment of PWDs in all sectors; and to further encourage PWDs to be self employed and independent.

Serious initiatives to promote employment for PWDs are in place. Inter-governmental roles especially in implementing the “Policy on 1% Employment of PWDs in Public Sector” (in accordance to 1 April 2008: Implementation of Service Circular Letter 3/2008: Policy on 1% employment of PWDs in Public Sector); Corporate initiatives (incentives for Employers example tax exemption for employers etc); Strategic Alliances with NGOs besides promoting Disability Equality Training; Independent Living and Job Coach.

Traderians Rock

Traders Hotel Kuala Lumpur is quietly but surely setting a trend in employment of Persons with Disability. Traders Hotel’s Mr Andrew from HR Department is such a positive and supportive person where PWDs is concerned. We were informed that Traders Hotel is targeting to have 2% PWDs in their workforce as they already have 1% PWDs.

CBR Network has now placed 2 trainees in Traders Hotel. When we visited the two trainees, they were already starting work under the support and supervision of their colleagues. So, it is true that Traderians Rock.

DECENT WORK PROGRAMME TRAINEES

Decent Work Training Programme (DWTP) at Fraser’s Silverpark Resort is a pilot programme that gave CBR Network challenges. Challenge to set a programme with a corporate that also wants to see young Persons with Disability be given the opportunity to be trained for employment.

Once we had that in place, it was to source for the right candidates to supervise, young persons who are willing to leave the comfort of their home and family to be in another environment and the parents or guardians who are willing to let go.
A series of interviews follows, and the parents who are willing to give the programme and their young adults a chance to be trained for employment and independence took the challenge.

Some dropped out before seeing the placement, some dropped out after seeing the place (distance); some dropped out due to the unsuitability of the distance; place (environment and situation); work (laundry, kitchen and house-keeping); responsibility (washing, cleaning, cooking etc); problems with peers and/or the mentor/supervisor; financial constraint; or found a place more suitable within their locality.

CBR Network started out with 12 trainees (maximum) but due to the problems indicated above, after the first quarter 6 remained.
When the trainees came back from their Semester Break, we were able to speak to their parents. In the case of Ruhaizam, positive charges were observed by parents, he is more independent, he does not need to be told to wash dishes in fact he puts on the apron so that he will not be wet, he cleans his room as he normally does, watches less TV, reads the papers and talks a lot about his work experience and friends in the Resort. Quite a change as he used to be quiet, talks to himself watches TV most of the time, short tempered and has non-compliant behavior.
Asyraf is more mature, will respond when asked a question. He likes work and his friends. He cooked fried rice for all during lunch. His parents were very impressed. Munzir knows his rights and was not very happy when he was the topic of discussion. He told his mum to keep quiet and not talk about him.

CELEBRATING 25 YEARS OF COMMUNITY BASED REHABILITATION IN MALAYSIA

CBR Malaysia celebrated 25years of its inception with a National Convention on CBR, held at Berjaya Times Square Hotel from 5-7th February 2010. The pilot project was started in 1984 at Batu Rakit, Kuala Terengganu in collaboration with WHO, Social Welfare Department and Health Ministry.
The rehabilitation programme started with 55 Persons with Disability (PWD), after 25 years there are currently 409 CBR Centres throughout the country providing service to 17,000 PWDs.

The objectives of the Convention were:
• To enhance the existence of CBR as one of the main way to develop PWDs in Malaysia.
• To establish the direction of CBR with the community, as a catalyst to the rehabilitation and education of PWDs.
• To recognize that CBR as the focal point to prevent, rehabilitate and develop the PWDs.

The 2 days seminar covers the achievements; hopes and challenges; advocacy; community involvement; training and innovation towards professionalism; smart partnerships and sharing of the Indonesian CBR experience by Sunarman Sukanto, CBR Solo, Indonesia.

The highlight of the Convention was the Launching of the Convention by the Minister of Women’s Development, Family and Community and the Excellence CBR Awards 2009. The awards were given to the CBR Trainees, Workers of CBR, CBR Centres and also to the corporate partners.

The meeting was attended by 6 members of CBR AP Network Executive Committee and 10 participants from various DPOs for brainstorming session about management and implementation of Asia-Pacific Convention on CBR in KL, Malaysia. Decent Work Programme's First Semester

The Decent Work Programme trainees are trained by the resort staff half the day and go for soft skills training with CBR Network staff in the afternoon. They are taught, grooming, gardening, craft, budgeting, livelihood living skills, social skills and entrepreneur skills.

At a recent CBR Network, Asia Pacific Region Countries Representatives meeting held on the 17th December 2009 at APDC Building, Bangkok, Noor Yasmin the President of CBR Network Malaysia was elected as Asia Pacific CBR Network Chairperson effective on the 17th December 2009 to the next Congress in the year 2015.

The Secretariat of Asia Pacific CBR Network’s office is at APDC, Bangkok, Thailand. Lots of work will need to be done and followed up, after the meeting and after the finalisation of the Asia Pacific CBR Network Constitution done there. One of the most significant events by Asia Pacific Region CBR Network will be a Workshop on WHO’s CBR Matrix Guideline to be held on the 15th November, 2010 in Kuala Lumpur, Malaysia.

A1.What made me agree to CBR network’s proposal was to have new experience to work with them (PWD) as I've been told this programme is a pilot project by CBR Network and of course being chosen as the resort, made me proud of our resort.

A2. Can we control them and how to control...that was in my mind.

Starting work is serious business. It means getting up, prepare for solat, breakfast before going to work. The trainees punch their cards and go to their respective work place.

The trainees are placed in the kitchen / food & beverage, laundry and house keeping.

The DWP trainees were well visited even though new to Silverpark Resort. While they were cleaning the activity room and the gym area, DWP trainees had visitors from weekend residents, holiday makers who came in to volunteer to assist.

They were visited by En Sulaiman Hj Ismail, Senior Assistant Director, Development of Persons with Disability Department and also a group of CBR (Community Based Rehabilitation) workers from Malacca who were being trained by CBR Network resource team at Shazan Inn.

Decent Work Programme

This programme is to promote for Persons with Disability (PWD) to obtain decent and productive work in condition of freedom equity, security and human dignity. Strategies and practises for vocation and other skills are developed with the welfare of PWDs so that they will be able to sustain in their work place thus, achieving quality of life.

Decent Work Programme at Fraser's Silverpark Resort begun on the 9th November 2009. The trainees are now starting to acclimatize in the cool refreshing environment of Fraser's Hill and also getting to know each other and the people.

The trainees were introduced to the CBR Network Malaysia committee members, Silverpark Resort Management and the staff of CBR Network at a dinner gathering. They then adjourned for their prayers before treated to a karaoke night.
